English was charged with disorderly conduct and resisting arrest again in July, after Kenosha cops investigating a hit-and-run burst into the Applebee’s, slammed him onto the bottom and deployed pepper spray within the presence of his 1-year-old baby.
Applebee’s workers recorded video of the entire violent encounter.
